Operational Resilience and Cyber Expectations for Platforms Offering Fractional Digital Shares

Operational resilience frameworks in the UK require firms to identify important business services, set impact tolerances and plan how to prevent, respond to and recover from severe but plausible disruptions. For platforms that maintain investor interfaces, digital registers or settlement gateways, this means mapping critical dependencies (cloud providers, custody services, fintech APIs) and conducting scenario testing to verify recovery plans.

Cyber security is a core element of resilience. Firms are expected to maintain proportionate technical controls (identity and access management, encryption, patching), perform regular threat assessments and have incident response playbooks. Where third parties provide outsourced services, firms must retain accountability: contractual rights to audit, resilience SLAs and contingency arrangements are necessary to manage concentration and single-point-of-failure risks.

Regulatory expectations also cover governance and reporting. Boards should receive timely management information on resilience metrics; firms must report major incidents to the relevant authorities and consider customer communications and remediation pathways. For platforms combining trading, custody and settlement functions, end-to-end reconciliation and independent assurance are important to prevent and detect record divergences.

Retail investors evaluating fractional digital share platforms should ask about the platform's operational resilience posture: how the firm identifies its important services, its approach to third-party risk, and how it would maintain access and safeguard records in a sustained disruption.
