Local Flexibility Markets: How Small Generators and Aggregators Create Value

Distribution network operators (DNOs) are increasingly procuring flexibility to manage local constraints as low‑carbon generation connects to the grid. Flexibility services can include short‑duration injections, demand‑turn‑down and reactive power; these are brokered by aggregators who bundle many small assets to meet the minimum size and response requirements of network tenders or market platforms.

Aggregators act as commercial intermediaries, offering standardised contracting, telemetry and settlement services that individual small generators typically lack. Participation in flexibility markets requires suitable metering, communications and performance guarantees; aggregator agreements commonly define revenue sharing, performance penalties and operational control rights.

Regulatory work by Ofgem and network operators focuses on market access, transparency and fair procurement to avoid discrimination against small players. Published tenders, flexibility product specifications and settlement data allow asset owners and investors to model realistic upside from local network payments, but these revenues tend to be complementary rather than core income streams.

For retail investors considering fractional stakes in distributed generation, the presence of aggregator relationships and access to local flexibility markets can diversify revenue but also adds operational complexity. Clear disclosure of aggregator terms, expected contribution to cash flow and the technical readiness of assets helps investors understand how flexibility revenues may affect net returns for fractional renewable projects.
