The energy system is shifting from passive network management to active procurement of flexibility services. Local distribution network operators and the system operator procure services that help manage constraints, balance supply and demand and maintain stability. These services include constraint management, frequency response, voltage control and short‑term balancing; they can be procured via formal market arrangements or bilateral contracts.

For small generators and community projects, participation often requires aggregation, telemetry, and contractual clarity on dispatch and penalties.
