Distribution Use of System Charges: Why Network Tariffs Matter for Small Solar Projects

DUoS charges are set by distribution network operators (DNOs) to recover the costs of operating and maintaining local electricity networks. For generation assets connected behind distribution networks (the majority of small-scale solar), these charges and other network-level tariffs can affect the net value of exported electricity and the cost base for any privately arranged exports.

DUoS is typically split into components that reflect network usage at different times and locations, and billing methodologies can differ between DNO areas. Small generators can face fixed standing charges, time-of-day differentials and separate metering or registration costs. These economic signals were historically tied to system stress indicators; over time charging regimes evolve as policy and network planning change, which affects the relative value of exporting at peak versus off-peak times.

For investors, practical implications include the need to model cashflows using realistic assumptions about export volumes, charging profiles and potential cost increases from network reinforcement or policy-driven charging reform. Metering arrangements, settlement lead times and the administrative process for registering a generator with the DNO also influence early operating costs and revenue timing.

When considering fractional exposure to small solar projects, retail investors should seek clarity on who bears ongoing network charges, how export revenues are calculated and whether project contracts include clauses that allocate the risk of future tariff changes. Transparent reporting of actual export volumes and net receipts helps investors compare like-with-like across platforms.
